Thanks, Congress.

The Food Allergen Labeling and Consumer Protection Act (FALCPA) mandated that common food allergens, including wheat, appear on all food labels. But it did not include nonwheat gluten foods, such as barley. In 2005, the Gluten-Free Certification Organization began certifying gluten-free packaged foods.
